Today we will have a look at Uus Tammelinna district, located in Tartu. The developer professes, that the district is built “for families, that appreciate good quality of living and low communal prices”. We can't comment the prices, but can rate the quality of living.

The district is located between Tammelinna and FI districts, behind the K-Rauta shop. Savi, Haki and Haraka streets cross it.



Uus Tammelinna consists of apartment houses, built by one project. The houses differ only by floors number. The buildings consist only of flats, no other functions.



There is a couple of simple playing grounds.



The houses are located not next to each other close to the street (quarter based planning), but in random sequence. There are parking lots and simple green areas.



According to the USSR terminology – this is a microrion. Many countries experimented with microraions in the 20-th century. Also Finland. Have a look at Merihaka district, built to Helsinki in the 70-s and 80-s.



We will compare it to our Uus Tammelinna. The buildings in Merihaka are similar to each other, but there are several projects used.



The building in Uus Tammelinna are all the same.



The parking is located under the houses in Merihaka.



The parking covers a huge part of the area between the houses in Uus Tammelinna.



It was tried to organize some public space in Merihaka. There are benches, landscaping, different levels are used. But this is of course weak according to today's European standards.



Public space in Uus Tammelinna is even weaker.



There are shops, offices, eating places in Merihaka.



There is a sports hall.



There is nothing like that in Uus Tammelinna, only flats and parking lots.



It's a pity, that Uus Tammelinna, that is under construction in 2018, looses to a district in Finland, built 40 years ago.

There is one different house in Uus Tammelinna. The construction started in the 90-s, stopped and the building was empty for many years.



The construction was lead to an end several years ago. There is a parking at one side.



But on the other side there is an only place, that seems to be some kind of cozy.



Of course, there is only grass there at the moment.



But the yard is limited with bushes, what makes it private, and what can motivate the inhabitants to organize something interesting here. For example, benches and tables, a BBQ place, a playing space.

It is hard to be done to any other place in Uus Tammelinna.



The developer could locate the buildings in the way, that there would be private yards between them. The parking lot could be organized outside. Some other functions could be planned to the buildings. Several building projects could be used. It would cost the same, but would make the whole district much more nicer. But no. The district is planned according to the notions of the 20-th century. Like Annelinn.



Don't pay attention, that Uus Tammelinna is fresh and build of better materials, but Annelinn is old and with ugly balconies. They are absolutely the same from the point of view of public space planning. And they have very similar future.

And one more interesting detail by the end.



What is it? Is it a parking place for a motorcycle? Is it an entrance to the pavement for the bikes and baby carriers? Is it a parking space enlargement for bigger cars? This is unclear.
